According to officials from the St. Petersburg Police Department (SPPD), 21-year-old Ke’Andrae Davis was behind the wheel of a stolen gray Jeep Grand Cherokee, speeding down 20th Street South shortly before midnight.
Witnesses reported that Davis’s friend, 20-year-old Vincent Green, had climbed onto the back of the Jeep just before it accelerated down the street.
